The Measurement of Training Success
Is the money spend on training worth it? This is a key question that most organisations struggle with because levies are paid and training budgets are used, but does the training provider deliver?
The answer often depends on the questioner. Managers measure one way, learners another, but financial managers measure return on investment (ROI). Measuring ROI in training lies in the quality management of the learning outputs. The meaningful questions are: Does the manager measure transfer of learning to work? Does the learning result in improved productivity? Did the training impact on the organisation's bottom line?
What is important is to structure remuneration on quality indictors that ensure high quality learning provision. Definable deliverables must be set through research into the company's needs and the prequalification of candidates. This provides long-term significance through quality and added value.
Three critical success indicators must be used to ensure that training projects succeed:

Top of Class Programme Developed for Emerging Farmers
The Post Graduate School of Agricultural and Rural Development, University of Pretoria in partnership with the Fresh Produce Exporters Forum (FPEF) developed a Top of Class (TOC) programme for the Limpopo Department of Agriculture. The TOC programme was designed to train emerging farmers about the workings of the fresh export trade chain.
The TOC programme is divided into training for mentors and training for learners. The programme, which took place at the LDA Farmers Center of Excellence, Tompi Seleka in Polokwane ran as an intensive two-week course, and was spread over a period of two months. Students participated in a practical excursion to Durban port and undertook field-assignments in-between the two week period.
For the Post Graduate School of Agriculture and Rural Development, the Top of Class training programme is an embodiment of a true private public partnership (PPP) drive for growing the South African rural economy. "We are proud to be associated with the Fresh Produce Exporters Forum and the government of Limpopo in this top training programme," comments Dr Tskane Ngomane of the Post Graduate School of Agriculture and Rural Development. " This is the first intermediate course of its kind to be offered at post-graduate level to strengthen the implementation capacity of local municipality managers as they introduce and promote commodity based commercial farming."
Agribusiness managers in the Limpopo Department of Agriculture are now better equipped with the necessary knowledge, technical and life skills to help accelerate the participation of emerging smallholder farmers in the lucrative agricultural value chain.
Fifteen delegates successfully completed the programme and will be attending the certificate ceremony on the 10 November 2006 at the LDA Farmers Center of Excellence, Tompi Seleka in Polokwane. |

CE at UP Actively Involved in Developing Health Skills in the Industry Department of Health Regional Career Exhibition CE at UP recently participated in the Department of Health's West Rand Regional Career Exhibition, held at the Baragwanath Nursing College in Soweto. The focus of the exhibition was to provide health care providers with an overview of health training courses an opportunities currently on offer.

Gauteng Department of Health Nursing Education Conference CE at UP also exhibited at the Gauteng Health Department's Nursing Education Conference held at Gold Reef City, Johannesburg. The conference was aimed at addressing major challenges facing Nursing Education and Services. Issues that were discussed, included critical shortages of nurses in hospitals, districts, primary health care and health priority programmes.
District Health Systems Training Continues for SADC Region In 2006 the University of Pretoria signed a partnership with the Japan International Cooperation Agency (JICA) to provide district health systems training for mid-level managers in the Southern African Development Community (SADC) region. The second of two training sessions held this year, took place from 24 September to 29 September 2006.

The training is focused on improving the efficiency and quality of health services within the SADC region and equipping managers in administrating health systems within their respective countries. The course is presented by the School of Health Systems and Public Health (SHSPH) at the University of Pretoria and facilitated by CE at UP.
The next training session is schedule for early 2007.

Creativity is the generation of novel ideas by individuals, as a necessary step within the innovation process, while innovation refers to the entire process by which an organisation generates creative new ideas and converts them into novel, useful and viable commercial products, services, and business practices.
In economics, business and government policy, something new must be substantially different, not an insignificant change.
