CE at UP Welcomes New Board Member

As new board member of CE at UP, Prof Vil-Nkomo states, “I feel honoured to have been asked to serve on the board of CE at UP. As previous chairperson of BE at UP at its inception, I could see where BE at UP and CE at UP will go. I would like to congratulate Deon Herbst and his team for developing these two entities for what they are. It is wonderful to be part of a winning team.” He continues, “As a member of the board of CE at UP I will certainly commit my time, knowledge and experience to further the success of the company from a governance, financial management and business perspective.” Prof Vil-Nkomo also states the importance that CE at UP must focus on the centenary celebrations of the University of Pretoria of next year as well as the Soccer World Cup of 2010, and must also look for business opportunities beyond these two important events. “I will also bring in my expertise and involvement from the Institutional Department to help CE at UP with that.” Prof Vil-Nkomo is married to Dr Renosi Mokate and they have two children. |
With the year almost to an end, the new Course Catalogue for 2008 has come to light, offering exciting opportunities to the public and private sector. The Course Catalogue will be launched during early October 2007.

As Prof Calie Pistorius, Vice Chancellor and Principal of the University of Pretoria stated in his message in the Catalogue, CE at UP organise and manage the continuing education services actively and professionally on behalf of the University of Pretoria. Prof Pistorius also says, “The company contributes toward economic growth, competitiveness and an improved quality of life, by offering personal and professional development opportunities for emerging and established professionals. In celebrating the University’s centenary in 2008 the University’s view of the future is directly influenced by the concepts of ‘quality’ and ‘academic excellence’ embedded in its vision.” With the 2008 Course Catalogue, CE at UP imposed itself as the leading university-based, continuing education entity in the country. |
The emphasis of organisations’ contribution to social responsibility and community engagement has finally shifted from an effort to make an impression in the annual report towards real participation, empathy and development.
At the Community Engagement Forum, held at 7 September 2007, the importance of community engagement was stated as one of three main focuses of the University of Pretoria . The Forum agreed that community engagement needs increased attention and exposure and that it should be addressed more intensively.
CE at UP contributed during 2007 to several community projects, including Meetse A Bophelo Primary School , PopUp and Tsenang Homes of Safety. By several contributions and positive volunteers, CE at UP wish to make a tangible difference to its chosen projects. CE at UP is also looking forward to the upcoming Christmas function in November which will be arranged for Tsenang Homes of Safety.

CE at UP is officially on the National Qualifications Register (NQE) of KROLL - Background Screening South Africa. The NQR® is an electronic register of all qualifications issued by subscribing institutions.
CE at UP is still the owner of the information, and KROLL Background Screening (KBS) as a custodian performs the qualification verifications.
This register is implemented as a computerised relational database, and is accessed via a suite of specialised software tools. It is updated regularly to reflect the most recent graduation status for each institution, and enables almost instantaneous verification feedback for resident qualifications.
The NQR® is an important tool for the verification industry, and has been widely deployed to assist both public and private organisations in assuring the integrity of their workforces.

The economic effects of globalisation and growing demands for service delivery from citizens are issues that continually face South Africa and other developing countries. The image of the public sector as slow to innovate is rapidly becoming a thing of the past as governments are using advanced technology to consolidate back-office functions. Major service improvements and cost reductions have resulted from the implementation of a “shared services” platform. The primary focus of the shared services initiative is to cut costs, reduce the burden on taxpayers and balance government accounts.
Finance
Public Financial Management (PFMA); The Public Finance Management Act, Act 1 of 1999, as amended, is a very important piece of legislation. It promotes good financial management in order to maximise delivery through the efficient and effective use of limited resources. The course aims to create an awareness and understanding of the act and its implications.
Public Financial Management for Non-Financial Managers ; The course addresses the following themes: The basic concepts and principles necessary for sound financial management, the requirement of the PFMA 1 of 1999, the Treasury Regulations, effective strategic planning and MTEF process, the budget linked to the strategic plan, development and measuring of performance and more.
Advanced Public Financial Management for Non-Financial Managers; The outcome of this course is to ensure that the officials will develop an in-depth, and working knowledge of the major financial issues and their inter-relationships. This will enable government officials to make a meaning full contribution towards the introduction and implementation of the policies applicable to their respective departments.
Management and Administration
Project Management for Public Officials; This course aims to impart knowledge of basic and advanced project management tools and techniques to government officials. These techniques will improve programme delivery and skills to the desired professional level and enhance the efficiency in the functioning of managing support staff.
Public Management Development Programme (PMDP); The purpose of this programme is to equip councillors and officials with the required working knowledge and understanding of the major managerial and financial management issues to effectively carry out their jobs in pursuit of the vision and mission of the council.
Policy Management, Implementation and Problem Solving in the Public Sector; The objectives of this course are to expose government employees to policy, policy-making and policy implementation processes. The course aim to equip delegates with the knowledge required to diagnose and identify elementary public policy issues, problems and needs to access current situations.
Municipal Management Development Programme (MMDP); This course aims to equip councillors and officials with the necessary working knowledge to carry out their jobs effectively in pursuit of the vision and mission of the Municipal Council by means of the accelerated programme of interactive practical training.
Procurement and Supply Chain Management in the Public Sector; The course focuses on exposing government officials to the Procurement System in the Public Sector, administration procurement ethics and contracts as well as the Integrative Relationships in Supply Chain Management.
Management and Leadership for the Public Sector; This programme is designed to enhance leadership and management skills. An important current thrust in understanding leadership is to regard it as a long-term relationship, or partnership, between leaders and group members
Supervisory Management in the Public Sector; This course is intended for first level supervisors and managers and provides the background necessary to understand the management function in an organisation.
Public Service Exellence; The course is intended for public officials within the service industry. It provides required kwowledge to understand the importance of effective customer service n the government departments and incorporates the Batho Pele Principles.
Strategic Planning and Change Management for the Public Sector; This course intends to establish a full circle between strategic management (planning, implementation and review) and change management.
Leadership Development Programme for Public Officials; This programme for middle level managers provides the background necessary to understand the management function in an organisation and was designed to develop the leadership skills needed to effectively serve the citizens of South Afrcia.
Executive Leadership Municipal Development Programme; This programme for senior managers provides the background necessary to understand the management function and intergovernmental relations applicable to local government. It was designed to ensure accelerated development of knowledge and skills required for effective implementation of the Municipality's vision and mission.
Executive Certification in Good Urban Governance for Housing Officials; This course will equip local and provincial government managers with knowledge and skills for innovative management of urban infrastructure and housing development.
Foundation Municipal Management Development Programme; This course provides the background information to understand the management function in an organisation and was designed to develop the skills needed to effectively serve the citizens of South Africa.
Advanced Municipal Management Development Programme; The course is intended for all members at the different business units in the Local Government Sector. It provides an advanced understanding of the management function in an organisation and was designed for persons in senior posts to develop their skills needed to effectively serve the citizens of South Africa.
Intermediate Project Management for Public Officials; The course ensures that officials will develop an in-depth and working knowledge of the major public management issues and their inter-relationships. This will enable government officials to make a meaningful contribution towards the introduction and implementation of the policies applicable to their respective departments.
Infrastructure Planning by State Sector Departments; This course will enable town and regional planners in the State Sector Department to prepare Infrastructure Plans on provincial and district scales.
